Digitalization and artificial intelligence in e-Government applications

Abstract:

This paper presents Romania's level of digitalization and the possibility and opportunity of integrating artificial intelligence (AI) into e-Government applications. After an initial presentation of the digitization status at national level, focusing on the role of Internet domains in the digital transformation, Romania's position in the latest European publication of DESI (Digital Economy and Society Index) ranking is analysed. After identifying the directions that can be followed in Romania to improve the level of digitization, the article focuses in detail on the development and expansion of e-Government applications and especially it highlights the role of artificial intelligence (AI) in these applications. After some remarks on the ethics for policy makers in the AI-centric approach, issues related to the development of the necessary capabilities for the public sector are addressed and the most important challenges of AI for smart governing are identified.
