An open standard may be identified taking into account its usage scope, its compliance with the definition adopted for the open standard and the characteristics of the development process of the organization which coordinated the development of the specific standard. The open standards have to be developed by organizations that should remain open and support special, non-discriminatory politics regarding the intellectual property rights. In order to support the usage of open standards it is necessary to implement a culture based on a contextual model and on a learning and refining process. A basic element of the framework of identifying and using of open standards is the standards catalogue which should be implemented first of all to the software applications/systems from the public administration. One essential condition in order to achieve interoperability between the systems from the public sector, is the standardization of the data used, which ensures data exchange and reuse of data, in order to develop coherent services for the citizens, business and other institutions. The public sector should base its eGovernment services towards citizens and businesses, on data standards available and wellknown and maintained by a large number of producers. The main channel for providing the services and information electronically and for the data and information exchange, will be the Internet.
