In all stages of emergency management, information security, the full meaning of the term, plays a decisive role. The act of communication, when the transmitter and the receiver can not hear each other directly, must be supported by offering features and a reliable channel of communication, which should, as appropriate, meet a subset or all of the already well-known principles of confidentiality, integrity, availability, authenticity and non-repudiation. It’s hard to imagine an area in which computers or telecommunications systems are not useful and used accordingly. The rule applies to the management of emergencies. Telecommunications are used both in the prevention of disasters (e.g. the activities of observation and telemetry, carrying data from different sensors), then in the process of preparing for disaster (for example, to connect various agencies, warning systems, teams of intervention or communities) and finally, when disaster occurred, in the response and return after the disaster, where minimizing the consequences highly depends on the quality of communication.
