While energetic management measures evaluation takes place, it is necessary to study the building as whole and also to know the factors that influence the most warmth consumes. In practice, energy consumes have fluctuations as a consequence of chain of factors: space occupation superficiality, space employment hour number, changes regarding room's destination. The work brings contribution to the researches regarding the efficient utilization of electrical power in the building energy management, with a view to reduce the carbon emissions in Romania. The purpose is to establish a complex methodology, based on studies and measurements in the field of electrical power use in existent buildings, harmonized with European standards. First of all, complex questionnaires will be made and a study of national level will be achieved and will be selected the buildings which will participate in the national campaign for monitoring of the electric consumptions. Some experiments will be conducted for a representative building considered as "experimental model" for each of the considered types, concerning the monitoring methodology. After the analysis of data, a representative sample of buildings will be established to contribute to the monitoring of electrical power consumptions.
