Abstract: This paper presents some results of the MEDSCEN research project “Thorough research for the creation of a pilot educational system within the virtual space in order to simulate scenarios concerning natural disasters and appropriate action planning procedures designed for citizens and institutions in crisis situations”- a project in progress, conducted by a consortium coordinated by the National Defense University of Romania “Carol I” (UNAP) and financed by ANCS (the National Authority for Scientific Research) through CNMP (the National Centre for Programme Management). The authors present a framework for the design, implementation and access security of an eLearning system, focusing on technologies and equipment that provide the IT infrastructure of the eLearning solution.
